The Protective Inspection Division is a division of the Public Works Department. The division is responsible for the administration and implementation of a variety of city codes and ordinances. The following list is a few of the many services the division provides.

The building codes establish minimums for the design and construction of building and structures and their systems. Briefly these codes and their implementation provide for structural stability, adequate means of egress, a minimum acceptable level of protection to life and property from fire, light and ventilation, electrical distribution and sanitation.
Columbia is a zoned community where business, industry and residential developments are controlled by land use standards titled the Zoning Regulations. Before you locate or relocate, it is important to know the parcel’s zoning designation and the limitations of that zoning district. This information will help in making an informed decision. The Public Works Department, Protective Inspection Division is here to assist with your zoning questions.
All signs are directly or indirectly regulated by the Sign Ordinance. Briefly, the regulation controls types and quantities of signs, sign area and height and placement.
The expressed extent of the Property Maintenance Code is to ensure public safety, health and welfare insofar as they are affected by the continued occupancy and maintenance of structures and premises.
Due to the large quantity of rental housing in Columbia, The Rental Unit Conservation Law was adopted specifically to regulate the rental housing market. This regulation requires the registration and inspection of all rental housing within the City of Columbia.
When a structure or equipment is found by the code official to be unsafe, or when a structure is found unfit for human occupancy it can be condemned.
