On September 21, 1992, the City Council passed Council Bill R133-92A approving the preliminary plat of College Park South Phase 4-C subject to eight conditions. Condition six called for the subdivider to convey to the City three tracts of land, Lots A and C of College Park South Phase 4-C and Highpointe Phase III-D. The 8.5 acres of Highpointe Phase III-D would serve as a neighborhood park.
The park development was budgeted in the FY 2003 Capital Improvement Program. The project budget was $75,000, which included $50,000 from the 1999 1/4-cent sales tax and $25,000 in force account labor. Authorization to proceed with the park development was approved at the March 1, 2004 Council Meeting. Park development was substantially completed in 2006.
