The Finance Department is responsible for the administration, direction, and coordination of all financial services of the City involving financial planning, budgeting, treasury management, investments, purchasing, accounting, payroll, business licensing, insurance, and utility customer services.

Special Permits to Nonprofit Enterprises

The Business License Administrator will issue special permits without the payment of any license fees to any person or organization for the conduct or operation of a nonprofit enterprise if the applicant is operating without private profit, for a public, charitable, educational, literary, fraternal, civic or religious purpose. Applications for a special permit may be obtained at the City Reception Desk, first floor of the Daniel Boone Building, 701 East Broadway, Columbia, MO 65201.
