All work under contracts provided for in this article shall be carried on under the supervision of the city official charged with the responsibility for such improvement under the charter, who shall personally inspect the work as it progresses, and see that the same is done in accordance with the estimate, plans, specifications and contract, the ordinance governing the same, and the charter of the city. On completion thereof, if, in the opinion of such city official, such work has been done according to the requirements as aforesaid, he shall so report to the council. If such report should be that such work has not been performed as hereinbefore provided, the council may review such report upon application of the contractor, and may accept and approve such work if, in their judgment, such contract has been faithfully and completely performed.
