If the owner does not construct such sidewalk referred to in section 22-81 hereof so declared by resolution to be necessary, according to the specifications therefor within thirty (30) days after such notice or publication, and such sidewalk work is not emergency work or repair requiring prompt attention and ordinary maintenance work, the city shall follow the same procedure in its entirety as in other proceeding to make public improvements, and proceed to do such constructing, reconstructing, altering or repairing, either by contract or by the city's own departments and employees, and the cost thereof shall be levied as a special assessment against the abutting property.
