The city council may provide for the building of any sidewalk or for the rebuilding and reconstruction of the same, including grading and filling therefor and including the extension of sidewalks at corner lots from the property line each way to the street curbline, and including the grading of that portion of the street lying between the sidewalk and the street curbline. The estimate prepared by the director of public works shall show the estimated quantities of grading, filling and of the various materials required for the sidewalk to be built and an estimate of the cost of such work per cubic yard or per square yard, as the case may be, and an estimate of the cost of the removal of any condemned sidewalk or other obstructions.
