Prior to the adoption of Ord. 17636 on 04/07/2003, Section 13-187 read as follows.

It shall be the duty of the director of public works to supervise or cause to be supervised the removal of the contents of privies, the contents of septic tanks, and manure ~~and garbage~~, and all persons licensed or engaging in the activities of waste hauler shall be subject to his direction to time, manner and place of removal.
